Women for Gun Rights (WGR), nationwide organization of women committed to safeguarding the Second Amendment through education, outreach, and advocacy, has highlighted growing bipartisan support for H.R. 38, the Constitutional Concealed Carry Reciprocity Act. The legislation would allow law-abiding citizens with valid concealed carry permits to exercise their rights across state lines, eliminating the patchwork of conflicting laws that undermine public safety.

“We are encouraged by the significant support for this landmark bill, which would be a vital step to ensuring that women everywhere can protect themselves without fear of arbitrary state barriers," said Dianna Muller, founder of Women for Gun Rights. "We are particularly pleased to see that a Democrat—Maine’s Rep. Jared Golden—has cosponsored the legislation and exemplified a tremendous amount of courage by putting constitutional principles above partisanship. This bill isn't about politics—it's about empowering responsible citizens to safeguard their lives and loved ones. We urge our lawmakers to act swiftly and pass this commonsense legislation.”

Introduced by Rep. Richard Hudson (R-NC) in January 2025, H.R. 38 boasts more than 175 cosponsors from both parties and strong backing from state attorneys general across the country, who have urged Congress to advance the bill in recognition of its role in upholding constitutional freedoms. The measure respects state sovereignty while providing essential protections for permit holders and residents of constitutional carry states.
