The legislation would allow law-abiding citizens with valid concealed carry permits to exercise their rights across state lines, eliminating the patchwork of conflicting laws that undermine public safety.

Introduced by Rep. Richard Hudson (R-NC) in January 2025, H.R. 38 boasts more than 175 cosponsors from both parties and strong backing from state attorneys general across the country, who have urged Congress to advance the bill in recognition of its role in upholding constitutional freedoms. The measure respects state sovereignty while providing essential protections for permit holders and residents of constitutional carry states.
